Abstract

The present study was car­ried out by Perene Lda, on behalf of KfW. This study was con­duct­ed by two Perene staff mem­bers from Novem­ber 26, 2012 through Jan­u­ary 21, 2013.

The pur­pose of this study is to draw-up a con­cept and an imple­men­ta­tion plan for the planned MSME Accom­pa­ny­ing Mea­sure to be imple­ment­ed by Gapi-SI-SI (Gabi­nete de Apoio e Con­sul­to­ria a Peque­nas Empre­sas) as Project Exe­cut­ing Agen­cy. The Accom­pa­ny­ing Mea­sure is demand side ori­ent­ed tech­ni­cal assis­tance and is inte­gral part of the Financ­ing Agree­ment for a new “Pro­gram of Sus­tain­able Eco­nom­ic Devel­op­ment – Pro­mo­tion of the Finan­cial Sec­tor” (BMZ-No. 2011 66 495) con­clud­ed with the gov­ern­ment of Mozam­bique.

One key objec­tive of this pro­gram is the improve­ment of access to finan­cial ser­vices for MSMEs. KfW seeks to strength­en MSMEs with Capac­i­ty Build­ing, advi­so­ry ser­vices and spe­cial­ized train­ings that shall con­tribute to enhance the bank­a­bil­i­ty of MSMEs.

Finan­cial con­straints and the lack of access to finan­cial ser­vices are often iden­ti­fied as the main con­straint in busi­ness growth and devel­op­ment. How­ev­er man­age­ment skill and human capac­i­ty are the main deter­mi­nants for access­ing mar­kets and resources. The mar­ket for busi­ness skill devel­op­ment and the offer of ser­vices that improve the per­for­mance of the enter­prise, its access to mar­kets, and its abil­i­ty to com­pete are still in an ini­tial stage in Mozam­bique.  Simul­ta­ne­ous­ly new mar­ket entrants and espe­cial­ly young peo­ple are often do not have the finan­cial means for invest­ing in their own train­ing and there is a per­cep­tion that man­age­ri­al skills must be learned through expe­ri­ence, rather than being taught, which in turn leads to a very low demand for busi­ness devel­op­ment ser­vices.

This report first­ly analy­ses the MSME Sec­tor in Mozam­bique and cur­rent­ly avail­able Busi­ness Devel­op­ment Ser­vices (BDS), which include train­ing, con­sul­tan­cy and advi­so­ry ser­vices, mar­ket­ing assis­tance, infor­ma­tion, tech­nol­o­gy devel­op­ment and trans­fer, and busi­ness link­age pro­mo­tion .

The report analy­ses the pro­posed project imple­men­ta­tion agen­cy Gapi-SI and final­ly elab­o­rates a project con­cept for the pro­posed Accom­pa­ny­ing Mea­sure.
