The present study was carried out by Perene Lda, on behalf of KfW. This study was conducted by two Perene staff members from November 26, 2012 through January 21, 2013.
The purpose of this study is to draw-up a concept and an implementation plan for the planned MSME Accompanying Measure to be implemented by Gapi-SI-SI (Gabinete de Apoio e Consultoria a Pequenas Empresas) as Project Executing Agency. The Accompanying Measure is demand side oriented technical assistance and is integral part of the Financing Agreement for a new “Program of Sustainable Economic Development – Promotion of the Financial Sector” (BMZ-No. 2011 66 495) concluded with the government of Mozambique.
One key objective of this program is the improvement of access to financial services for MSMEs. KfW seeks to strengthen MSMEs with Capacity Building, advisory services and specialized trainings that shall contribute to enhance the bankability of MSMEs.
Financial constraints and the lack of access to financial services are often identified as the main constraint in business growth and development. However management skill and human capacity are the main determinants for accessing markets and resources. The market for business skill development and the offer of services that improve the performance of the enterprise, its access to markets, and its ability to compete are still in an initial stage in Mozambique. Simultaneously new market entrants and especially young people are often do not have the financial means for investing in their own training and there is a perception that managerial skills must be learned through experience, rather than being taught, which in turn leads to a very low demand for business development services.
This report firstly analyses the MSME Sector in Mozambique and currently available Business Development Services (BDS), which include training, consultancy and advisory services, marketing assistance, information, technology development and transfer, and business linkage promotion .
The report analyses the proposed project implementation agency Gapi-SI and finally elaborates a project concept for the proposed Accompanying Measure.
